CL:AIRE Material Management Plans

What is a CL:AIRE Material Management Plan?

A CL:AIRE Material Management Plan is a requirement of CL:AIRE’s Definition of Waste Code of Practice (DoW CoP). The CoP provides a clear, consistent and efficient process to enable the reuse of site won material.

You must demonstrate that you have certainty and suitability for use if you wish to adhere to the CL:AIRE code of practice.

A CL:AIRE Material Management Plan typically involves characterisation of the material used on your site, determining whether materials are waste or not and whether their use is associated with any risks.

Classifying material as non-waste (for example, after treatment) enables you to reuse it in your project, as well as transfer it between sites (depending on the nature of the material to be re-used). It may also mean that you do not need an Environmental Permit or Waste Exemption.

Use of Recycled Aggregates

What are Recycled Aggregates?

However, when recycled aggregates are made from inert waste, they need to be produced in line with the Recycled Aggregate Quality Protocol. If not, they are still classified as waste, and you may need a permit or exemption to use them.

  • Discussion of your site requirements. For example, we’ll work with you to understand your material/waste use and determine cost and time-effective solutions.
  • Auditing of your recycled aggregate supplier and gathering evidence to ensure their compliance with the Quality Protocol. They must have a robust Factory Production Control Manual as outlined in the Quality Protocol and your supplier must have the correct environmental permit.
  • Registration of your exemption, if required. Your site may require registration under a U1 exemption or equivalent from the Environment Agency or regulatory bodies if recycled aggregate is non-compliant with the Quality Protocol. This exemption allows you to use certain wastes under certain quantities in construction.
  • We can also work with non-compliant suppliers to produce a robust Factory Production Control Manual.
